You cannot tick and untick View Data Only when you are in Administration, Administrative Tools, Tools, View Data Only.
This function is available only in the Access UBS Inventory & Billing System when users are allowed to make changes to Quantity and costing valuation for their inventories.
This is allowed after the year-end process, as Audit might want to make changes, and this can be done.
