To resolve the error message:
Go to the Control Panel on your PC.
Select Program.
Select Programs and Features.
Click Turn Windows features on or off on the left panel.
In Windows Features.
Click the check box for .NET Framework 3.5 (includes .NET 2.0 and 3.0).
Click OK and let Windows install.
Make sure all Windows update runs successfully with no failures.
