This issue occurs because the user has not been granted the necessary permissions. To fix this issue:
Go to Administration, User Defined, User Defined Menu.
Tick By User ID.
Choose the User ID from the drop-down list.
Click on no.7 Housekeeping.
Tick Level 4.
Tick User Defined eInvoicing.
Click Exit.
