Full release notes for Access UBS Payroll Evo v2026.3 — SOCSO SKBBK scheme, APS 136 V2.0 text file, PCB calculation corrections, and AmBank & Public Bank file updates.

Access UBS Payroll Evo v2026.3 (June 2026) delivers the statutory implementation of PERKESO Lindung 24 Jam (SKBBK), the new PERKESO SOCSO & EIS text file format (APS 136 V2.0), targeted PCB calculation corrections, and several report and bank file enhancements.

Malaysia Statutory Update

SOCSO Lindung 24 Jam (SKBBK) Scheme

SOCSO Lindung 24 Jam (Skim Bersepadu Bukan Pekerjaan / SKBBK) is a mandatory employee-only contribution scheme covering non-occupational accidents, gazetted under Akta Keselamatan Sosial Pekerja (Pindaan) 2026, effective from 1 June 2026.

SKBBK applies to all employees covered under Act 4 (SOCSO Category 1 or 2). It is independent of SOCSO Employee and SOCSO Employer contributions and is deducted explicitly from Net Pay.

Setup

This release introduces the following new SKBBK setup items:

  • A new SKBBK rate table maintained under Settings > Payroll Settings > Statutory / Tax Tables Maintenance Setting > SOCSO Table > Setup

  • A new 'Contribute to SKBBK' flag per employee, found under Employee > Edit Employee > Statutory Info > SOCSO Info

  • New SKBBK transaction fields at master, 1st Half, and 2nd Half payroll levels

After updating to v2026.3, all employees are defaulted to 'Contribute to SKBBK'. For employees with multiple employers who choose not to submit SKBBK contributions via a particular employer, the HR officer can untick the 'Contribute to SKBBK' checkbox and save.

Calculation

SKBBK contributions are calculated automatically during Process Pay for 1st Half and 2nd Half payroll, based on contributing wages. The calculation also applies to Bonus and Commission pay runs, with a balancing mechanism that reconciles SKBBK contributions across payroll runs within the same contribution month.

Payslip Display

SKBBK is displayed on all standard payslip layouts, including:

  • 1st / 2nd Half Payroll Pay Slips: S (A4), T, U, W, X, Y, Z, Q, V, XBM (Bahasa Malaysia), EZ1, EZ2, EZ3, EZ4, EZ5, EZ6

  • Bonus Pay Slip

  • Commission Pay Slip

  • Fix Commission Pay Slip

  • Month End Total Pay Slips: #2, #3

SOCSO Statutory Reports

SKBBK is displayed alongside SOCSO across all SOCSO-related statutory reports. The SKBBK column is positioned to the right of the SOCSO Employee column wherever it appears. Net Pay and total field formulas have been updated to include SKBBK. The change applies to Print, Preview, and Export to Excel for the following reports:

  • SOCSO Borang 8A Report

  • SOCSO Lampiran A Report

  • SOCSO View Contribution Report

  • SOCSO Contribution Wages Report

1st / 2nd Half Payroll, MTD, YTD & Yearly Reports

SKBBK columns have been added to the following reports:

  • 1st / 2nd Half Payroll Management Report > Line No. > Employees Pay Summary

  • Month End Total > Employees Pay Summary Report

  • MTD Pay Report > Line No. > MTD Pay Listing (1)

  • YTD Pay Report > Line No. > YTD Pay Summary

  • 12 Months Yearly Report > 12 Months' Pay Listing (V)

Tax Relief (TR0029)

The TR0029 SOCSO/EIS tax relief formula has been updated to include SKBBK. The new relief amount is calculated as SOCSO Employee + EIS Employee + SKBBK Employee contributions and is applied during PCB calculation.

Month End & Year End Processing

SKBBK figures are carried forward correctly through Month End processing. SKBBK accumulators are included in Year End processing for EA Form reporting purposes.

PERKESO SOCSO & EIS Combined Official Text File (APS 136 V2.0)

The PERKESO SOCSO & EIS Combined direct submission file (APS#136) has been updated to V2.0 format. This update adds the SKBBK contribution field at positions 239–244 (carved from the existing Filler 1). The V2.0 format becomes mandatory for PERKESO from 1 October 2026 and is generated from this release onward.

To generate the file: Reports > Statutory Reports > SOCSO (Social Security Organization) > SOCSO Borang 8A (Contri.) > Export File.

⚠️ Important — Bank-channel SOCSO submission files: The bank-specific SOCSO submission files (e.g. Maybank, RHB, CIMB — APS 53, 57, 62, 65, 71) are NOT updated in this release. Do not use these bank files until your bank publishes its V2.0 (SKBBK-inclusive) format. In the meantime, submit SOCSO contributions via the PERKESO portal using the APS 136 V2.0 file generated by UBS Payroll. When your bank releases its revised format, raise an enhancement request to Access support, attaching the bank's latest file specification and a sample file.
