Effective 1 June 2026, PERKESO (SOCSO) has introduced new contribution requirements under the Skim Kemalangan Bukan Bencana Kerja (SKBBK), also known as the Non-Occupational Accident Scheme, as part of the PERKESO Lindungan 24 Jam initiative.
Access UBS Payroll will support these new contribution requirements through system updates to ensure compliance with the latest PERKESO regulations.
Access UBS Payroll Version Update
Access UBS Payroll will release Version 2026.3 in early June 2026.
The first release will include:
Calculation of SKBBK (Skim Kemalangan Bukan Bencana Kerja) contributions.
Updated PERKESO contribution rates in accordance with the new policy effective 1 June 2026.
To receive the update, ensure your Access UBS Payroll software is updated to the latest version.

Note: We are planning a second-stage release in Q1 2027 (tentatively August or September 2026). This update will include SKBBK contribution amounts in all remaining payroll documents and reports not covered in the initial Version 2026.3 release.
PERKESO Submission Requirements
To comply with PERKESO's updated submission requirements:
Use the APS 136 text file format.
The SKBBK contribution amount will be included in a dedicated field.
This ensures compliance with PERKESO Submission File Format V2.0.
Important: PERKESO V2.0 submission format becomes mandatory from 1 October 2026.
After generating the submission file:
Log in to the PERKESO portal.
Submit the contribution file.
Complete the corresponding payment process through PERKESO.
Changes to Bank Files
If your organisation uses bank files for PERKESO payments:
Contact your bank administrator to determine whether a revised bank file format is required to support SKBBK payments.
If changes are required, obtain the updated bank file specification from the bank.
Contact Access Support and provide the new file specification.
Our team will review and rebuild the bank file format, if necessary, to support the updated PERKESO payment requirements.
Grace Period for SKBBK Implementation
As of the date of publication:
No official grace period has been announced by PERKESO.
The mandatory implementation date remains 1 June 2026.
Customers are encouraged to update their payroll system and begin compliance as soon as possible.
